PaveState is an effective GIS tool for locating and understanding the condition of any pavement (including structural parameters) at any given location for which we have test data. It encompases all of the state highway network, many local authority networks and specific use area (ports etc). The app for a tablet or laptop, when first released in 2013 was awarded the RIMS Award for Innovation in Pavement Asset Management. By evaluating the results of structural testing (in combination with any available information from the asset management database), PaveState  can be used by engineers to display structural capacity, future distress mechanisms and remaining life of the pavement. After data from PaveState is processed it can then display the most effective programme of maintenance and rehabilitation to any particular location, or the full Forward Work Programme for any network.


The Pavestate information (as given in examples below) shows: 

  • locations of adjacent structural testing (Falling Weight Deflectometer & Traffic Speed Deflectometer), both recent and historic. In some areas up to 20 years of data are available.
  • Critical distress mode at each test location
  • Remaining life before the critical distress mode progresses to result in the terminal condition of the pavement
  • Parameters for decisions on whether maintenance or resurfacing is viable, or if rehabilitation is essential.
  • Stiffnesses (moduli) of the various structural layers
  • Subgrade CBR
  • Subgrade non-linearity exponent (showing the potential for drainage improvement)
  • Expected type and depth of alternative remedial treatment necessary to give 25 years life
  • Parameters can optionally be displayed on screen by way of a 3D bar which projects upwards from the test point, with a length proportional to the value


For ease of access during field work each test position along the road may be viewed from a tablet using Google Earth.   The overlay which we provide is designed for ease of use - simply clicking a single marker will bring up an itemised report, informing the user of the parameters applicable at that location. In particular remaining life and distress mode of the pavement, as well as road name, chainage, lanes tested, subgrade type, CBR, critical layer (that which governs pavement life), load damage exponent, susceptibility to increased loading (HPMV), generic rehabilitation solution quantities (overlay thickness, stabilisation depth, digout depth, and a wide range of other structural characteristics.  When in the field, the tablet’s inbuilt GPS will locate the user’s location, and using a Google Earth background, zooms in to display the current position on the road..


Since the Innovation Award, more recent extension of the functionality of PaveState, giving more wide ranging interaction, includes:

  1. Recording of smartphone sensors to utilise “Crowd Sourcing” of pavement data, or where more control is preferred, using “Organisational Sourcing” ie by RCA staff. (Roughness, cross slope, etc).

  2. Sensor data may be added to the main database, and provision is being made for upload to the cloud for subsequent download after appropriate QA). Provision is also being made for smartphone logging of external sensors as well as those that are internal.

  3. Visual logging of pavement distress with entry via smartphone, tablet or laptop, for entry to the database.


PaveState has been locally developed with progressive upgrades since 2013 to meet client requirements.
